DeckLink Mini Monitor 4K is not detected on new Windows11 PC

Until now I have used DeckLink Mini Monitor 4K on Windows10 PC, and there has been no problem.
I recently bought HP desktop pc with Core i9-12900, Z690 motherboard, RTX3090, Windows 11 Pro.
I moved Decklink from old PC to new one's PCI Express Gen3 x4 slot, but both new Windows11 device manager and Desktop Video v12.3 can't detect DeckLink Mini Monitor 4K.
I applied the firmware update of DeckLink and turning off Secure Boot on BIOS, but there are no effect.

I confirmed that network card works well on the same PCIe slot in exchange for Decklink, so PCIe slot seems to have no problem.
I confirmed DeckLink's fan is spinning on the slot as well, but device manager and Desktop Video app detect nothing.

Does anyone else has the similar problem?
I would appreciate knowing about what I should check or try.

Try another slot. The slot may be working for a network card, but that doesn't mean it will work for the mini-monitor.

Thank you for your advice. Unfortunately, new PC's PCIe slot is only two, and another one is used by RTX video card.

I am having similar issue with my HP Omen Desktop with Windows 11. Decklink mini Recorder 4K is not getting detected in Desktop Video Software and in Device Manager.

@Minami, Were you able to find the solution? Appreciate any Help.

I have the same described problem. Fan is spinning, but is not detected neither in BIOS, Device Manager or Desktop Video Setup.

I was able to make some sort of an update to the card when connecting an USB cable directly on board of it, but it didn't change anything. Still not recognizrf anywhere. :(

I had same issue, go to Resolve, open preferences and select "Decklink Mini 4k" from the tab under IO devices.
and select "Monitor" as well.

Hope it helps.

Thank you for replys.
My PC is OMEN 45L.
HP had released BIOS update several times after the post, but they did not solve this problem.
The OMEN 45L's PCIe slot is x4 type. The detectable network card is PCIe x1, and unsuccessful DeckLink Mini Monitor 4K is PCIe x4.
I made the hypothesis that the slot can't accept x4 card for some unknown reason.
So I bought new DeckLink Mini Monitor HD, which is x1 card, but it did not detected by Windows device manager and Desktop Video as well.
I can do nothing for now.
