Will a MiniConverter 6G downscale?

I bought a MiniConverter SDI to HDMI 6G to take a 4K SDI feed any output to an HD monitor. The SDI to HDMI part works, but the device dies not down convert. It simply plays a crop of the 4K image on the HD monitor. Have I misunderstood the function of this device? Or is it just not working properly?

It says "Auto Switching SD, HD and Ultra HD" on the front of it.

If I do not have the right device, which BM device will do what I want?

Let DR do the downconverting, it's under Video Monitoring. This will eat some of your computing power, though.
No, an iGPU is not enough, and you can't use HEVC 10 bit 4:2:2 in the free version.
