I'm having the same problem - and am really stuck on this.
In the past, I had successfully installed Desktop Video 12.7.1 (using an earlier version of Windows 11), but have been unable to upgrade.
I tried the 14.4.1 version after uninstalling 12.7.1, and now cannot install either the old or new version.
I am using latest Windows 11 Pro version 24H2
"sfc" reports no issues, and not generally having issues. Only Windows Security used with no 3rd party AV - with no reports of anything being blocked. I did attempt without - just in case - but this made no difference in the outcome.
Last time I tried, "System Restore" came to the rescue to revert back to 12.7.1 - but today "System Restore" is failing, so I cannot revert back to this version. After attempting to re-install 12.7.1 , the failure is slightly different:
Error 1722. There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor. Action RegisterDirectShowFilters32Action.B4AF8F71_B84D_453E_8241_2860184F17C0, location: C:\Program Files (x86)\Blackmagic Design\Blackmagic Desktop Video\, command: regsvr32 /s DeckLink.dll
I have captured an install log for 14.4.1 (using
msiexec /i "Desktop Video Installer v14.4.1.msi" /L*v install.log)
For the 14.4.1 installation attempt, the error (from the log) is as follows:
Error 1722. There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor. Action RegisterBMDCodecLib32Action, location: C:\Program Files (x86)\Blackmagic Design\Blackmagic Desktop Video\, command: regsvr32 /s BMDCodecLib.dll
If anyone at Blackmagic Design can do something useful with, happy to share - just let me know.
Thanks
