Will my Black Magic card allow me to use to my JLCooper Eclipse as a control surface
Don't understand the question. The panel has nothing to do with a card.
If your question is: can you use the JLCooper Eclipse panel with Resolve, the answer is yes. Details in the Resolve Mac Config guide.
