Trying to get a frame with rounded corners + stabilize

Bit of an amateur when it comes to post but when i stabilize the edges bounce up and down, attached a photo of the frame size and shape i want. Any suggestions???

The edges will bounce up and down if you're trying to stabilize the area inside the frame.

You could always blow up the image and then lose enough of the edges that you no longer see them. I know of no alternative to this for image stabilization.
