update manual, documentation and links

I never wanted to make this post as I hoped it would be a formality that would eventually happen. But maybe someone just needs a reminder.

First of all, v17 has been out for a while and the reference manual is still v16 with a "what's new" or "new features guide" with the information of v17. You always have to reference both when wanting to explain things.

redirect back correctly. (I think it is some regular expression since even _16_9_ or _16_a_ works...). However _17_ does not redirect.

next up is the supported codecs document. The most up to date one is on v16 again and I don't think much has changed to v17... however a link with 17 redirects to the v15 document.

again, this uses a regular expression where _1X_ redirects to v15 but v16 to v16...

there are other documents that only exist in v15 (like feature comparison) but the two mentioned here are some I use often and link to even more.

What I would love to see is updated redirects to the most recent (and most accurate) Version of each document. If not a manual for v17 that incorporates the new features document and removes incorrect information.

A BMD rep said the new 17 manual would be out May 1, but it's been delayed. I think there will be new manuals as well as new Resolve-certified textbooks out in the weeks ahead.

however supported codecs is not (yet) and with the addition of stuff like mkv containers it might need an update.

I lost the betting pool: I was sure the new 17 manual would hit 4000 pages, but it's "only" 3,588 pages.
