They're effectively different pieces of software at the moment. To go from Studio to free or vice versa requires downloading and installing a different package.
I quite agree that eventually they should just be one install, capable of being either free or studio depending on presence of license or not. As well as solving this issue, it would also avoid a lot of confusion for users - we frequently get posts here from Studio users who can't understand why Studio features aren't working, and in turns out that when they upgraded they downloaded the wrong package.
I'm sure BMD is aware of the inconvenience and confusion caused by having two separate software packages - not to mention it's probably also more work for them to maintain. But merging into one would presumably take some reasonable time and effort, especially when testing is taken into account. So even if it's something they do want to do, I wouldn't hold your breath for it to change any time soon.
In the meantime.. take your dongle home with you?
PS. I've seen people say that it's possible to have multiple parallel installations of Resolve. I've never tested it myself, but I believe theoretically you could have both Free and Studio installed at the same time, in different folders. Then just run the one you need according to whether you have the dongle with you or not. Worth testing I'd say.
