Move RED and another libs from common folders

We have an incompatibility situation with V17 and V18. They cannot be used on the same time without changing one common place with these support libraries.

The best place is the program folder.

Also we have no way to move these fiolders if we use an environment variables to customize Resolve folders (documented feature)

For some strange reasons these libraries paths were hard-coded to use the system common folder only.

Resolve is designed to have only one version installed at a time.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

I think it's dangerous to have multiple versions of software like Resolve installed at one time on the same boot drive. I don't have a problem with people who want to do so on a second boot drive (or a partition), but it can get dicey when connecting to a Project Server.

I use many versions in-parallel. Resolve has environment variables to move settings to any folder we like. But RED and some other libraries have hardcoded paths, so some scripting is required now to use 18.x.x (copying libraries to the hardcoded paths)
