Fix inspector value drag glitch

Seeing as this has been a bug for a few years now...

When you click and drag on a value in the inspector panel, if your mouaw reaches the edge of the display while you are dragging (ie if you are dragging the value to the right), the value jumps dramatically, moving the element far off screen.

This is a right PITA and one of several lacking features and bugs that have a large time impact on the conform process. I'd be very happy to share some insights into the conform process on feature documentaries with any of the BMD resolve team members.

True. I just hadn't seen this Feature Request sub before so I thought, "hey, maybe this is the way to get some attention on a old issue!"
