Don't scale Timecode overlays when zooming Viewer

I would like for the Timecode overlays in the Viewer to stay visible within the Viewer window when you zoom in on it. Right now, the overlays scale with the Viewer zoom level, and outside the bounds of the Viewer, which isn't particularly useful.

There are some other problems with it being an overlay as well which came up in this thread.

Yes, this would be good.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

I've run into that, too. My cheap workaround (and it's very cheap) is to superimpose a timecode Data Burn-In from that tool.
