Custom keyboard and mouse commands

It would be very very helpful if there is an option to customize the keyboard and mouse shortcuts, e.g.

Mouse Scroll - vertical scroll
Shift + Mouse Scroll - horizontal scroll

Keyboard shortcuts are already customizable. Have been forever.

Customizing mouse shortcuts isn't a bad idea.

That's what I meant - keyboard and mouse together, combination of both.
