Need match-by-filename in Conform Options

OK, this is a slightly complicated point, but one that leads to a lot of confusion and extra work:

Often, when importing an XML from Premiere, some clips - especially stills - do not get imported/linked. When this happens, the clip in the timeline will have its Name intact, but its Reel Name will be empty. Thus when we manually import the missing files, it would be great to have an option in Conform Options to use the File Name along with "Automatically conform missing clips added to the media pool." Unfortunately that option does not exist in Conform Options:

One might think choosing Assist using reel names from:> Source clip filename might accomplish this, but it does not, as the unlinked clips in the timeline still have a Reel Name = "", not equal to the filename, so no match is made.

The workaround is to import the media and then use Reconform from bins, where one can choose to conform by File Name:

The question is: why does this extremely useful option not exists in Project Settings>Conform Options? It's obviously trivial to implement, and it would make life much easier for us documentary colorists who get complicated XMLs from our clients. I dare say that the default conform option should be Timecode + File Name, as many users will not have meaningful reel names.
