"Display HDR on viewers if available" on Windows

There is a community of enthusiasts/amateurs around DaVinci Resolve who are trying to master the HDR video processing without having studio equipment and studio space to accommodate multiple hardware devices on "working place", which is usually just a desk at home. But still, we are trying our best to have a minimal setup for HDR video creation and consumption.

While the macOS version of DaVinci Resolve Studio has that wonderful "Display HDR on viewers if available" option, Windows lacks this option even though the rig may have a 1000-1600 nit capable HDR monitor and HDR-enabled in the system. The absence of this option makes HDR tuning (I don't even call it "mastering") a painful process if you don't have a second monitoring display and additional hardware - you have to blindly rely on the scopes, render the output to the file and then see that everything is oversaturated and improperly exposed.

Having the possibility to monitor HDR color grading on a single-display rig will make it a great deal for all of us. Let the result be our responsibility, but, please, give us a possibility to monitor the HDR color grading on the same monitor we run the program, just like macOS users can.

As a kind of a workaround, while HDR preview is not available, we can render a 3D LUT based on the target profile and monitor calibration ICC using DisplayCAL.
Use that 3D LUT as a "Video monitor lookup table".

The rendered HDR file will be significantly more saturated and contrast than the preview, but at least the preview will have some proximity to the actual render.
