add 'border' feature in Fusion transform tools

Add a 'border' feature with a few simple parameters (size, color,..) right into Fusion tools like Transform, Mask, etc.
The current 'Colored Border' Fusion effect has many shortcomings, and is cumbersome when delaing with multiple cropped (masked) PiP clips (border doesn't easily follow subsequent resize/aspect ratio changes/masking etc.)
The goal is to make nice-looking PiPs (also with different aspect ratio) much easier and faster
