I think it's time for me to complain

I don't know why the window of the "Browse" (for the location of the render) goes full screen (on Windows), and is fixed. It can't be resized manually.

Can you change this?

It doesn't.

A local issue would be my guess.

I does the same thing with every window for a "Location - Browse".
It goes full screen and the window can't be resized.

I just realized now that from the Deliver page, the "File Destination" window that opens has the Cancel button not in English, but "Save" is.

That's not normal.

I figured it out! Lol, I was so used to it for so long, I never thought it wasn't "normal".

It's so weird and I don't understand what happened!

So I wanted to see if the Windows 10 "dark mode" was messing with Resolve (you never know), since your screenshot has Windows in light mode.

It didn't work, then clicked on "Hide Folders" (in the bottom left of the Explorer Window) it unlocked the whole Window!

I closed Resolve, opened it again, and everything is fine... wtf.

I had this Window at full screen on my 4k monitor, impossible to move and resize for so long, with the bottom-right part glitching when I was trying to click on it.

I really don't understand what happened. I guess the settings stored about "something" in Windows got stuck, and clicking on this "hide folders" did a reset on these settings.

Well thanks to you Charles because I wouldn't have clicked around if I didn't try to match the settings of your screenshot.

Edit:
The Window still has two different languages for the Save and Cancel button, but at least I can move the window

Odd, I don't have a Hide Folders option myself.
