Frame Rate Control for creating optimized media

When I try to create optimized media for my GH5 4K files, my CPU's temperature rapidly shoots up into the high 90s. I thought that one of key uses of optimized media was to enable users to work with less powerful PCs. Well, I can edit the original files on my PC but I can't create the optimized media. I have a similar problem rendering but there I can use the workaround of rendering at 10FPS. I've tried to search the manual, have I missed something?

I think the better option is for you to get better cooling.

Thank you for your useful reply. I recently replaced the thermal paste on my CPU and took the side panel off my PC because of temperature problems when rendering (manageable since I discovered the Frame Rate control in the Deliver Page). With winter coming on it might be time to consider opening the window!
