Using Frame.io has been inconsistent.
Sometimes it pulls the comments. sometimes not.
I have tried unlinking and relinking to frame.io media. But comments don't appear sometimes. (yes, system has internet connection)
Please add a "Sync Frame.io Comments" action in the Right Click Timeline options.
