I had the same problem on my Windows 10 computer.
I also could not uninstall Resolve through the control panel, nor did I find an uninstaller.
I manually lowered the Resolve version to 17 in the registry and was then able to install Resolve 17.4.6 over it again. This is definitely not the best way and I would not recommend it, but it worked for me.
