Apparently, not, Rick. Seems as though there is always a split tone effect that can't be set neutral. Second hand knowledge, though - I have no personal experience with this new effect.
Add - From the new features guide:
"When this effect is applied, an
underlying Blackmagic film look is automatically set first. This
film look is driven by over 60 parameters that you get with the plugin active (and all effects off).
These parameters are fine tuned and “baked in” to the Blackmagic film stock.
But while these can’t be adjusted, there are additional controls on the top area of the plugin that you can use to refine and create unique looks"
So - by design this new film look creator has an element that cannot be adjusted. It's not an oversight, it's a design choice. It's like combining a Kodak 2383 LUT with a set of controls that lets you add additional tweaks - you can zero out the tweaks but the LUT will still be there (an over simplification, for sure).
