I’m not sure you can only pay for the cloud storage, invite other Blackmagic IDs to record/upload to that cloud storage without a project library. I could be wrong but I tried finding a way to invite others to my personal storage on my free account but couldn’t. I hope I'm understanding what you’re trying to do and the workflow you want to implement.
If you want everyone to record directly to your BM cloud storage, and it shows up in your resolve project’s media pool, you’ll need to pay for the project library and then you can invite the cam ops to your project library, which allows them to record from their phone directly to your BM cloud. It’ll sync into your project and footage will download to your local machine. You need their Blackmagic ID so you can invite them into your project library. No need for them to purchase a subscription. You’re the only one that would pay for the cloud service and storage tier.
Once you’re done downloading all their captured footage from your cloud storage, if you’ve started working in the cloud project, you can copy that to your local project library and stop the subscription.
If you want to do the free account path, you only get 2Gb in your personal storage. Not sure if that’ll be enough space for what you need to do. Totally not recommended to do it this way but if you want to avoid paying for a project library and everyone can capture what is needed within the 2GB limit, you could have everyone shoot their footage to their personal storage, then for offloading footage, they give you access to their account so you can then login to each cloud account and download all their captured footage. Totally not recommended but theoretically could work. But I don’t see why you need the BM cloud for this, they can just put their footage on cloud storage and send it to you.
