Project Server networking requirements? Optimize traffic?

I know from the manual that restrictive networks can prevent Cloud Project Library connections, and that is preference can be enabled so that the connections work anyway.
DaVinci Resolve > Preferences > System > General > Optimize project library cloud data traffic
My question is, what are the networking requirements for not checking that preference? How does networking change when the preference is set?
