HELP: Reorganizing/Merging files with new 19.0.3 update

Not knowing what I was doing almost a year ago, I seem to have many directories for project files, including my OneDrive. I NEED HELP! My goal is to create a master file in the harddrive and save either final renderings or final projects in onedrive. I have a list of questions that are listed below...
1.) When I install 19.0.3 (I have not done this yet), should I create this new program in my local database? Essentially not eating up OneDrive space?
2.) After I install, can I merge previous projects library into a new location?
3.) If there are duplicates, should I delete?
4.) How to delete old versions, and file locations (to free up memory and space).

If you have a better way of cleaning this mess, I an open to ideas.

Since no response, let me rephrase this post.

If I uninstall DR and Reinstall the latest version into the correct file location, how can I import the old timelines, transitions, LUTs, etc to the new install?
I also understand I must recofigure storrage settings for cache and future saved timelines and videos.

I hope this helps me get to an answer.
