Which is better...

Confidence in the lower end BMD products is not very high with all of the problems listed in these forums. It would seem as though BMD Support doesn't exist except to point people with issues to this forum. Having said this, which would be a better option:
A.) Decklink Duo 2
B. ATEM mini SDI extreme

Having upgraded our system to Ventura and installing 12.8.1 Desktop Video on our iMac, we have had nothing but problems getting the INs and OUTs of the card to work reliably.

I am considering switching to the ATEM mini SDI extreme, and still using the Decklink Duo 2 for keying (trying not to throw away dollars for equipment.

Any thoughts out there? Anyone...anyone...

why not any ATEM Constelation ? Do you want to use ISO recording ?

What are you trying to achieve? The Atem Mini and Decklink Duo are completely different products with different uses. Your question of which is better is a bit like asking "what's better, an apple or a parrot?".
