The official Blackmagic Smart Videohub app is only available for the iPad:

There is a 3rd party iOS app called VideoHubControl that runs on a wider range of iOS devices (including iPhones), but I've never tried it myself so couldn't say how well it works:

I'm not sure if there are any native Videohub control apps for Android. There was a request for this back in 2012, but it seems like it's not really a priority: viewtopic.php?f=18&t=1329
One other possibility to consider, is to use the Videohub module in Bitfocus Companion (https://bitfocus.io/companion/) in conjunction with their web interface. This would allow you to create web buttons to control a Videohub from any web browser, including on Android devices.
