The built-in media pool and players on all of the ATEM models can do this for still images. Most models only hold the still images while powered on and do not store them between power cycles - some of them will hold the images across power cycles. Some of the higher-end models can play video from the built-in media players, but the Mini models do not have either of these capabilities (storing between power cycles or playing video).
All of the ATEM models can accept separate fill/key signals from two separate video inputs, as from the hyperdeck or ultrastudio products that have dual SDI outputs for the purpose. Obviously this means that two inputs on the ATEM would be tied up for that one source.
