I don't think this is possible. The ATEM Mini only works with uncompressed HDMI video sources like on traditional cameras or camcorders. It doesn't work with USB webcams that are designed for connecting to a computer. USB webcams are typically USB Video Class or UVC devices that send a compressed video signal, and they require a computer at the other end of the USB port to decode and process the signal.
USB webcams won't work directly with a USB to HDMI adapter as those too require a connection to a computer to operate, and the computer needs to support the HDMI Alt Mode extension to the USB-C specifications.
People were trying to do something similar with the ATEM Mini's USB webcam output, hoping to connect a USB-C to HDMI adapter to get a second HDMI adapter, but that doesn't work either (for the same reasons mentioned above).
