XLR Audio input isn't seeing levels

We are trying to get a Blackmagic Design DeckLink 4K card working in our Mac Pro 1,1.

It has been upgraded to El Capitan and has 16 GB of RAM.

I've got the video card in slot 1 and this card in slot 4.

The research I've done regarding the speed the PCI slots run at dictates the cards need to be installed in these slots to run at the proper speeds.

I can confirm that the XLR cables I am using are supplying a signal but when I pull up audio in system preferences and select the Decklink 4K the XLR isn't seeing a signal.

I have selected this input in the setup.

At this moment we are not using any of the video inputs but only the XLR input.

Do I need to be "running" any of the Decklink software for this card to "see" a signal?

Our goal is to feed this audio signal to OBS for live streaming.

A second question is do I need to supply power to the micro-USB port that is on the front of the card next to the HDMI breakout ports? If so do I use a 5-volt power supply?
