ATEM Extreme ISO, intermittent dropped frames at 24fps

Recently purchased an ATEM Extreme ISO, for recording and livestreaming at a local music venue.
We are Running 6 Cameras into the switcher,
3 are camcorders on 15ft hdmi cables,
3 are running through converters over SDI.
all running at 24fps.
I have the ATEM set to run at 24fps (also tried 23.97) then the MV goes to an upscaler so my monitor gets a 60p signal
I'm noticing the video seems to drop to 12 fps intermittently, but not every camera at once.
The video will drop frames for 10-ish seconds, then return to normal for 45 seconds to a minute, then repeat.

My ATEM is running the latest firmware (as of making this post) 8.6.3
Any help would be appreciated
