Not directly, no. If you are using the USB-C webcam output from the ATEM Mini, it only carries the program video signal (and there's no way to change this).
The ATEM Mini Pro does have a built-in hardware multiviewer, but it is only available on the ATEM Mini HDMI output.
So if you wanted to, you could take this HDMI multiview output send it into another video capture device (such as a UltraStudio Recorder 3G) into the computer, which would let you use the ATEM multiview output as an input source in OBS Studio. Then if you were to also send the USB-C webcam output (which contains the program video signal) into the computer, you could use Studio Mode in OBS to see the multiview and the program video at the same time. And then you could still stream the USB-C program video through OBS with this setup.
If you did this, you would still be using the ATEM Mini multiviewer (and all the multiview customization would be through the ATEM software) rather than through OBS. The only way to use the OBS multiviewer would be to send all of the video inputs as separate sources into the computer running OBS. Which would require multiple video capture devices (or a multi-channel capture device like the DeckLink Duo or Quad cards).
