I believe the discovery of Teranex Mini units uses multicast DNS (mDNS) along the lines of what is used for Bonjour and other zeroconf protocols. mDNS uses UDP port 5353, however, UDP multicast is often confined to a local network by default and not forwarded across subnets or out to the WAN.
How to enable routing of UDP multicast mDNS traffic beyond a subnet will depend on the network configuration and network hardware, but Cisco has a number of guides for this for their products, such as:

Once the IP address of the Teranex Mini unit is discovered, it seems like any configuration changes performed through the Teranex Setup utility are then sent over TCP port 9996 to the selected device.
