"on air" MBPS stuck on .1

I have a church setup with multiple Atem mini pros. (the services are in multiple languages streaming to youtube and facebook). one of out Atem's has suddenly stopped working with streaming. I notice that when "on air" is turned on the MBPS stays at .1. no increase no decrease. All of the other devices work fine. these are running on ethernet outputs through a switch.

Steps taken
I have updated firmware of the device
I have factory reset the device
I have checked that the settings as far as I am fully aware are lined up to the other devices
I have swapped devices to make sure it is not a data error in the cable or the switch port.

any suggestions?
