Mini Extreme ISO only connects to 1 of my PC's

We have built a mobile rig with the ATEM Mini Extreme ISO. On that rig I have a mini PC (everything is Windows) running Windows 10, I also have my post production rig that is a beats (I9, 64GB memory, Nvidia 3080 TI 8MG, POE Switch, Wifi Router, etc. basically it's a beast) running Windows 11. If I run a USB from the mini PC and bring up the control software the switch is recognized and the default dashboard shows up. I simply switch Ethernet cables and the production rig won't connect to the control software. That PC is on the same LAN, the DHCP address of the switcher is the same. I can ping it, everything but it won't connect. It even shows on ATEM setup that there is a Mini Extreme ISO to connect to and even the Manual entry IP is filled out and it is the correct IP of the switch. However, it will NOT connect. I can't believe it comes right up on my mini PC (I5, 8Gb Ram, Intel graphics, basically a pig), but won't connect to the high end PC. Yes, I'm using the same USB cord.

The only differences that I can see is that I initially had just the ATEM Mini Pro and at that time I had never used the mini PC on the mobile rig because it wasn't setup yet and I was running the 4 Chan mini and bringing up control software on production PC. Did the fact that I had the mini working and upgraded to the extreme ISO and my PC is holding onto some remnants of using the smaller switch? Shouldn't be, but I don't know what else except Win 10 vs. 11

One other oddity, when I run the setup or use connect from the control software it says version 8.6.? and the software installed is the 9.0 version.

Has anyone else run into this
