Streaming and Recording in Different Bit rates

In case of outdoor streaming, we are using 4G routers to connect to the Internet.
In many cases, we have available a very limited bit rate, for example 2 or 3 mbps.
Lowering the Streaming bit rate on ATEM Mini Extreme ISO, we get the same bitrate in recordings due to:
Set the streaming quality to low, medium,
or high. This will also set the quality for the
recording output via USB-C.

It is crucial to be able to Stream and Record in different bit rates, so we can have high quality video for post editing.
- Is this possible using only the ATEM device?
- If not, does Blackmagic plan to add this feature?

Another use case of very importance:
- Streaming on youtube.
- Primary Streaming through OBS with overlays and other nice stuff.
- Secondary Streaming through ATEM.
- Primary bit rate is lower than Secondary bit rate because we need high bit rate in recording.
- When loose Primary Streaming, Youtube change to Secondary.
- When Primary Streaming is recovered, Youtube keep using Secondary, probably because of its higher bit rate.
