Hello, I have a problem with my Mini Converter SDI to HDMI, could help me?

Stage A: Audio / Video is sent to the SDI IN port Converter, through Video Switch (ATEM) having signal when the JVC Monitor (source A / V) camera is set to 1080i HD. On the other hand when the camera to ship in SD 480i is configured only get black video

Stage B: In this case the output SDI and HDMI Out Out was monitored simultaneously, the emitting source was still the JVC Camra. The result was the same, only Black Video when SD was set to 480i, and having signal when sending HD 1080i

Just to be sure that I understood you correctly.
You are using a Atem switcher:s multi view output to monitor the input from the converter.
When you change the output from your camera to 480i have you also change the input resolution in the Atem to the same. If the Atem are set to 1080i and you send a 480i signal to it you will get only black.
