atem 2 does not start up on all user accounts

We installed ATEM 2 on a win8 machine. the software does work but not on all user accounts. in fact ATEM only starts when logged in using Remote Desktop using a specific account. after starting this way the software keeps running when the computer is been taken on locally on the same account used to log in remotely.
reinstalling the software does no resolve this problem.
what to do?

the solution was update windows 8 to 8,1 even powerpoint was working after this update!
