is it possible to use 1 m/e broadcast panel to control 16 inputs(2 m/e production switcher)

Yes it is possible. We have 2 of these setup at my church that we use for live production.

Yes. Both the 1ME and 2ME Control Panels will control any of the 5 ATEM switcher models.

I have number 2 of ATEM 1 M/E Production Studio 4K.
With number 1 m/e broadcast panel it's possible remote both ATEM 1 M/E Production Studio 4K?

here's a better answer...
i don't think the 1ME panel will control two 1ME switchers. at least not at the same time. there is only one setting for the IP address for the controlled switcher so you can only control one switcher. you could change the panel to the IP of the target switcher every time you wanted to control the other unit, but that seems a bit cumbersome.
The 2ME panel does support this however, using each of its two ME sections to control a different 1ME switcher.

Yes. Of course. I miss read the quantity. With one panel, you would have to change the IP address to select a different switcher. It is a couple of keystrokes, not a single button push.

Another question, with number 2 ATEM 1 M/E Production Studio 4K i have 20 input and 2 different program out.
it can be let out all 20 signal from 1 program out?

The two 1ME switchers have separate inputs and are not connected in any way. Having two 10 input switchers does not provide 20 inputs for the program outputs. You could feed the program or auxiliary output of one switcher into another to add some flexibility but it would not work the same as having the 2 ME switcher where all inputs are available to each ME. I hope that is what you were asking.
