In addition to camera models, it would be helpful to know which ATEM model you have.

Sounds like these are PTZ cameras. The signal to "move" the cameras is typically on a different cable/connection than the video signal, so it's not surprising that you're still able to move them (presumably via computer or joystick controller).
My initial thought would be a miss-match of signals coming in to your ATEM. Depending on model, you may need to have
all cameras/sources set to the same resolution/framerate (which would generally need to match whatever the ATEM is set to). If you lost some of those settings after a power cycle, then it's possible they don't all match up anymore.
