I followed BM's youtube guide as well as read the instructions BUT the ATEM Setup software doesn't give me the prompt to update the firmware.

You can see in my attached "image 1" that ATEM Setup is the version 9.3.2.
So, I open it and (with the ATEM Mini Extreme ISO connected via USB to the computer) click on the round icon to update the firmware, it just opens the "Setup" window showing me I have an older version (image 2)

What am I doing wrong or not understanding?

As with all firmware updates. If you are not prompted to update then you are up to date and no further action is necessary. I hope this helps.
