ATEM does not save after firmware update

I previously had our ATEM Television Studio Pro 4K set so it saved it's state such that when it powers up it already has the view, camera names, media in memory, etc (firmware was v8.7) . I recently updated to the v9.7 firmware (and ATEM control software) and now the ATEM won't keep it's power on state. I've done the "obvious" things (Save startup state, etc). I can do a "restore" from an existing .xml file from the ATEM control software and everything loads back into the ATEM however once the system is powered off everything defaults back to what appears to be a factory setting (all cameras, etc. display "BLACK" and there's no media stored locally in the ATEM.

I have tried downgrading the firmware software (back to v9.4) but there's no difference in behavior. I guess I could try downgrading back to v8.7 to see if that helps but I thought I'd see if there's just something simple I'm missing.

Any ideas what I can try? It's pretty annoying/confusing for our volunteers to have to start the ATEM software on the computer, restore the ATEM when this worked without the ATEM control software running previously.
