PLUGE not appearing

Has anyone experience when exporting color bars that the PLUGE only shows two lines?
I don't see the -3.5 IRE / percentage level.
I do see it in other monitors that is daisy chained.
Is this the problem with the data level of that particular monitor? Unable to see deep blacks or this monitor being full data level and clipping blacks before 0?
Thank you for your insights, and do correct me if I am wrong.

When it's right you can't see -3.5IRE it's blacker than black.
For 10 bit data levels 0=0% and 1023=100%, -3.5% doesn't exist in data levels.
What bars have a sub-black at -3.5% and what exactly are you after here? I'm guessing that you're confusing some aspects of both analog and digital signal flow.

Thank you so much Howard for your expertise.
The issue occurred that I increase my Lilliput field monitor to 100 percent brightness and contrast from 0 to 100 percent, the -3.5% did not show up at all in any occasions. My very old LCD external monitor did show the three PLUGE bars after few notches of brightness increase. Does that mean my Lilliput field monitor is expecting a 10 bit data level on default and clipping blacks? I don't see a menu that I could change from data to video level in my Lilliput field monitor.

What device is generating the bars?
Is the connection SDI or HDMI?
-3.5% doesn't exist in data levels so it should be clamped. Could also be a gamma issue depending on the output device, Macs in particular can be squirrely. Not all devices support sub blacks and super whites so it could be possible those values are simply clamped by default, this is common in HDMI, not so much for SDI.

Thank you. I do feel like the sub black is clipped from the data level. I find that to be the only conclusion
