Streaming Decklink output

Is there a way to capture/broadcast the output signal of a Decklink card? I have an application that sends signal out to a monitor via decklink card and I need a solution to stream online that output.

I tought of this, but it is not possible to get the image directly from the installed decklink?
It is a waste of money, energy and other resources buying another card and another PC.

no .. with declink u can only Play or Record .. only one way ..
