Tracking on a 3 second still clip taking 6-8 minutes.

HARDWARE/SOFTWARE SPECS

Laptop: Lenovo Thinkpad P53
Processor: Intel(R) Core(TM) i7-9850H CPU @ 2.60GHz
Storage: 1 TB
Installed RAM: 128 GB (127.8 GB usable)
Video Card: NVIDIA Quadro T1000 4 GB
Software: Davinci Resolve Beta Version 20.0b Build 23
Davinci Resolve GPU Configuration: CUDA/Use neural engine optimization on NVIDIA

That is all.

I dont think that GPU will cut it.....
W10-19043.1645- Supermicro MB C9X299-PGF - RAM 128GB CPU i9-10980XE 16c 4.3GHz (Oc) Water cooled - 12x8TB SSD RAID5 internal (80TB)
Decklink Studio 4K (12.4.1)
Resolve 19.1.3 / fusion studio 19

That GPU contains no tensor cores, but if the neural engine optimisation is working correctly should configure the GPU to fall back to using cuda cores alone which will make it quite a bit slower than a GPU with tensor cores but not that slow. Is the VRAM usage staying within the 4GB or is it swapping to shared GPU memory?

I might think that might be the case if I was doinf any heavy duty in fusion. Bit tracking a magic mask for a 3-second quick.

Any good external GPUs you might recommend?

Like Bob say, you dont have Tensor Cores, so you "can" use it but really slowly...

I dont have good suggestion I'm afraid, I have custom build PC at home... no laptops....
