I had a similar issue develop a few months ago on my Mini Extreme ISO. Over time the preview output started to became intermittent, then garbled output, then nothing (monitor wouldn't detect a signal). Lots of troubleshooting but finally accepted that output is faulty. Repairing the ATEM Minis is not cost effective unfortunately.
However, a workaround I'm currently using is to loop through a little 5" Portkeys P6 monitor - it's input seems to be able to handshake with the faulty output where no other monitor or converter I have can, and it then reclocks the loop through output which I run to my 15" preview monitor which then picks it up fine.
It was working through an Up/Down/Cross converter with processing turned off, but even that stopped working last week. So it's probably only a matter of time before it dies completely, but in the meantime the portkeys monitor is still working.
My problem may be different to yours (ie my monitor isn't seeing signal any more), but it's worth trying looping through some other devices to see if that helps.
