Also, is the AI Super Scale a glitch, or is it trying to use a feature that my NVIDIA card does not have? All of the NVIDIA RTX Video scaling options worked fine in v19.

Good evening,
After Windows 11 recently did some updates that fixed a timeline problem, I wanted to see if it resolved this issue. The answer is no.
However, I discovered that projects only crashed when using the NVIDIA RTX Video scaling options (Edit tab) when a Sharpen node (Fusion OR Colour tab) is used on the same clip. Once I removed the Sharpen node and reduced it to 2x NVIDIA RTX Video scaling in the Edit tab, it stopped crashing. If I increased it to 4x NVIDIA RTX Video scaling, it crashed. If I used ANY NVIDIA RTX Video scaling with a Sharpen node on the same clip, it crashed.
These were my findings. I hope it helps.
