Reducing frame rate without reducing speed

I have footage shot in 23.976 that I'd like to playback/edit in 8fps.

My initial approach to solve this was to set the timeline frame rate to 8fps.
However, I noticed the lowest frame rate setting I can reach is 16fps.

When I try to change the fps via clip attributes/change clip speed, it slows the footage down by 50% (from 16fps settings --> 8fps) or 33% (24fps settings --> 8fps).

Is there any way to achieve a reduced frame rate without changing the speed of the clip?

8fps? Not inside Resolve.

You would have to decimate every two out of three frames to get an 8fps 'video' if you do not want to change the speed. Obviously if would not show motion just a series of distinct pictures.

You could use for instance vapoursynth for this and then set a fps using ffmpeg.
