According to Peter Chamberlain in the thread linked below (from 2016): "The edit index offline indication is used when you import an EDL/XML/AAF that directs to a clip thats not in the media pool even if its in the list. We will look into that description and also 'offline' indications in general."
Of course, you can see offline clips in your timeline at a glance by looking at the timeline since there's a huge "media offline" sign on offline clips, but if you have a long timeline it can be useful to see a list at a glance (and you can export the list if you need to hand it to someone to hunt them down).
Maybe the OP was asking for smart bins that would identify any media that are offline regardless of whether they're already in your timeline or not.
