Forum suggestion: Ability to close a thread to other users.

The choice of a thread starter to close a thread to all other users except admin and moderators. This allows a user to announce anything, and update details without others coming in trying to cause trouble.

Second, an ability to close a thread off from certain uses at creation of the thread. It seems on each forum, there is a handful of people out of thousands or tens of thousands, who do a lot of negative posting in other's threads, even getting into most threads in a subforum, and doing most of the posting at times out of thousands of users, with little aim but opinion and counterproductive negative opinion. They contribute to and generate up to 99% of issues. They also exhibit classic stalking behaviour. It is useful to be able to have a threads for discussion, without them. A user can use their block list to select users and add and subtract users. The ability to have multiple foe lists, let's the users use a single tick of one of the lists to lock out the usual culprits if they want to start a thread for formal discussion. These are just Evil people.

I would prefer only Moderators have this ability. The stifling of communication is anathema to a free society, and should always be a limited power.
