OK, time to take the big hammer to the Intel driver.
Download and install DDU, from here:

It will recommend you run it in Safe mode. I've never had issues not running it in Safe mode, so take your choice there.
Edit: That said, getting into Safe mode is a pain. Just run it normally.
When you first run DDU, it should put up the Options screen and ask if you want to change anything. If you don't get that, just select the Options menu. It will look something like this:

Enable the last Advanced option, to prevent Windows from reinstalling the current driver when the system reboots after DDU has removed the driver.
Close the Options menu and you should get to a screen that looks like this:

In the Select Device Type menu, select GPU.
In the Select Device area, select Intel.

Then click the blue Clean and Restart area.
After the system reboots, if you look in System Information - Components - Display, hopefully the Intel device says Microsoft Basic Display Adapter, and no drivers are installed for it.
Now will Resolve launch?
