Setup/Install of DeckLink Quad HDMI Recorder

This is my first time installing a capture card. I installed the card in a 16 lane PCI Express slot. But i dont know where to go from here as I dont see the card in device manager (or unsure where) to check if installed. I also download Desktop Video 12.0 (windows 10pro) and i didnt see any app installed. i went into the folder on C and launched Link..something (sry i am doing this on a different computer not the one i am typing this message)

also, does a cable need to be plugged in the card itself? mini usb? i saw a slot just unsure if i missed an install component.

Update: the card is in a x16 PCIe slot, windows 10 pro and msi z390-A-Pro motherboard
I tried the newest desktop video software 12 and the card never got detected.
I removed the card and re slotted it.
Uninstalled the software and installed a lower version 11.7 and same issue

Anyone, possibly have the same motherboard? Anything I need to do in the BIOs?

I do have another computer with a different motherboard that I will try

I'm also having this issue, on a system that was previously working. I came here looking for answers. I tried stepping back to driver version 11.7 but that doesn't seem to help. Suspecting a Windows update. Hopefully someone figures it out.
System 1: Dell Precision 7810, Dual Xeon 2620, 72GB RAM, GeForce 1080ti 11GB, Win10 pro, Resolve Studio 17.4.
System 2: Custom build Intel i7-12700K, 64GB RAM, GeForce 1080ti 11GB, Ubuntu 22.04, Resolve Studio 17.4.
