HDR metadata can travel over SDI ( almost sure there is a spec for it now), but I'm not sure of BM does it. Another things is that you need a converter which later takes it and passes to HDMI.
In your case- good HDMI splitter with independent outputs flagging etc. Look at HDFury boxes, eg.

You also have cheaper splitters and can combine them with HDFURy if needed.
AJA has SDI to HDMI converters which can inject HDR as well, but it's not going to solve your problem (it's good, but pricey as well).
Good splitter is all what you need. I have no experience with it, but HDFury boxes look good- a lot of features for good price and web controller. If I were to work a lot with HDR (with monitoring) one them would be my first buy for sure.
